yeah, but it's practically impossible to notice.

Im pretty sure it does but only for the shortest ammount of time you can do, like 1ms

basically the event playSound, except you can play the sound as if you're turning the timescale down and playing the sound

which means the sound's pitch will get lower or higher if you set the timescale slider in the event low or high
