My school doesn't care about hats (I wear hats every day) and usually doesn't care about hoods.  I did see one kid get told to put his hood down, he did, and put it back up once out of sight.

imo you should be able to wear whatever you want as long as it's not indecent. like I don't wanna see some fat guys with their roosters hanging out or a mangled vagina or some other gross thing. but you know, within reason I don't see why you should restrict someone

The problem is some people don't dress "within reason".
So the school has to make rules which should be common sense.
