No, every enemy except for the synths (striders, hunters ect.) and robots are humans.

CPs are human who willingly joined for greater benefits at the expense of the general population. From there, they get even greater perks for becoming combine soldier willingly. The soldiers have their legs replaced with robotic limbs and the stomach is removed.
