Simply put, the file caching system was implemented to reduce the clutter created by the games old download manager, and not so much to secure the content.

I'd also like to add that there is no feasible way for a human to find data in the cache. The names of files you do not have in your blockland directory are not added to the database. If you tried to export every bit of data in the cache, the file names would look like this: "907d14fb3af2b0d4f18c2d46abe8a edce17367bd" and there would be no file extension, so you'd have to also parse each file to determine the file-type and sort them by extension, and even then, you'd still have no file name.

That being said I don't think add-on developers need to worry about people reverse engineering their add-ons because I don't think many people in this community have the knowledge or attention span to carry out such a time consuming task.
