Item / Vehicle spawning restrictions

Gear:

I could need an add-on which gives the host the abillity to restrict specific items / vehicles
to admins / super admins / host only. As a result only admins / super admins / the host should have the
abillity to spawn restricted items / vehicles.

This would be very helpful for a variety of specialized servers like RPGs.
