Well, if the controls aren't meant for a tablet, redesign the controls:
Normally, pressing the Tools button closes the Paint and Bricks windows; pressing the Paint button closes the Tools and Bricks windows; etc. All three of these can be combined into one selector - a tools button, bricks button, and paint button on one panel; or an up/down arrow selector. Then just make sure the tools/bricks/paint windows are all in the same spot.
Movement doesn't have to be all across the screen - it doesn't even have to take up two d-pads. What about something like this? (please note that i have no idea what i'm doing and if you try using a control scheme like this your hand may or may not break)
Ghost brick placing could easily use the press-here-to-place-ghost-brick thing, and firing/activating could use the same system - touch the screen to aim there and then activate.

But who the forget wants to do that. Keyboard is much easier than that.
