Missing resources that are 90% of the time from Counter Strike because forget why would I want to buy one game and be able to use it properly?

It's likely CS:S content. Make sure you have the game installed and have launched it at least once.

I edited my post right after.

Validate your cache.
Right click on it and you should see it.
It re-downloads all of the missing files from your game.

Most of the time the only games you'll need to play on servers are Counter Strike Source (which is the most important of the bunch), and less importantly but still used quite often is The Orange Box (Team Fortress 2, Portal, Half Life 2, Episode One, Episode Two)

This is legal, it's downloading the CS:S content from steam, and not the game.
Also if it was illegal steam would have removed it from their website :/
