People can join my server, but not dedicated.

Question 1: When you hosted the dedicated server did you recently shutdown your non-dedicated version within a few minutes?
Question 2: Is it really on 28000? When the console appears watch it carefully, it should close out once and reappear. After that it'll do it one more time(I think). Before it closes the second time at it'll stop, and there will be a port number. Check that. There is a simpler way to find this out, I just can't remember. Sorry :c

Happened to me before. Probably You haven't portforwarded Your ports, or did it wrongly. Portforward Your ports, then probably it will work.
