Property gamemode idea

I have an idea
Everybody starts with a property, and you can start a buiseness in that property. Once you earn enough money, you can buy a new property i.e. hospital or school. The builds are on 16x16 plates, and road plates connect the properties. The goal is to earn the most money without going bankrupt.

Can someone make this?
