Need help with making sounds

Im trying to make a soundpack containing the quotes of the Overwatch Commander in the Nova Prospekt area of Half Life 2.
Ive got a server.cs, description.txt, and the sound files in .wav format

Problem is, They appear in the addon menu but dont appear ingame under the list of Sounds.

Im including a Download to the pack incase you want to take a look and help me fix it.

In the Server.cs, I copied off the CS from another soundpack and made it similar, and I highly suspect it has to do with the CS, but I cant find anything wrong with it. (Then again I cant code like the rest of you modders)

Theyre all Mono, but I thought that Mono was for Music loops only

Bump. Im trying to copy the server.cs of all the sound packs I have, but it still wont work
