Slowing down and a yellow flash on a player's screen ARE possible, and screen flashes and slowing a player down have all been done before.
Plastiware:
I don't see why you couldn't just make jarate'd enemies take 35% more damage from projectiles. Everyone's always like "IF POSSIBLE" when it comes to this sort of thing, but I think Blockland is probably a lot more versatile than a lot of people give it credit for.

yellow flashing is possible by spamming yellow emitters in the players face
damage altering is easily possible

Or you could set their vignette to yellow and thick
