Every time you craft a badge (from any game iirc), you have a chance at getting a booster pack, which will contain another 3 cards. You can sell more valuable cards and then rebuy cheaper ones when the cost swings in a way you want it to

The way I understand it is that every time someone in the community crafts a badge, one random person in the community (only people that are elligible for them) recieves a booster pack. I've recieved a few, and never right after crafting a badge myself

i've never crafted any badge, and recieved about 7 booster packs so i can confirm this

It's just a silly collectable thing. It adds literally zero benefit to the game, just a few customization options to your steam profile.
