Nope, he was in the middle of the street not even close to the PD.
Also I just noticed that davids quote of the rule "Don't be annoying to players" he says is a ban when the rules say it's kick worthy anyway, so banning for that is even more over the top.

I think you need to look a little closer.
That rule is about jailing people, which isn't what happened.
