Punch Packet spam in my RTB server console

Can't tell if it's a ddos or what, but...
It's happening like once every 3 seconds. Any explanation?
I posted this in GD so I can edit the picture out if I'm not allowed to post IPs, not sure the rule on that but I doubt there's anything against it considering they're all anonymous.

pretty sure that's the RTB server which is even more confusing to me.

how does that work? 127.0.0.1 is your computer
and those 192 addresses are local addresses from your network
possible that the server is constantly updating with the master server and RTB to check it's connection status?

im kinda confused so im not sure where to come from about this
