Spain proposes an alliance system in which descisions will be made, outside of the world council or whatever that thing was. It shall be called, the UNITED NATIONS. Minimal trade and technological sharing is required with all member nations. Needless to say, we will aid each other militarily and economically if needed.
All democratic nations are invited excluding England. Headquarters proposed to be in Madrid.
