Scotland proposes a new research agreement, it will share it's knowledge in flight with russia while in return russia provides us the internal combustion engine, but this deal will only work of russia agrees not to share this knowledge with any other nations and help in the research of refrigeration, this requires oil however, something that Scotland doesn't have and russia and England do, russia, scotland and england(maybe??) will gain the knowledge on these subjects.

I'm kind of debating whether or not to let England to join this research pact but I'm not sure russia will like that, and the fact he's kind of already searching into flight, the reason I'm wanting England is because he has oil too.
