He appears to just be some amateur troll. Since he hasn't been a huge problem yet, I've removed personal info from this report.
If he is using a vpn, he's the only one from Blockland using it and he uses it for everything, so it's pretty much pointless. His email address appears to contain his real name - it matches the last name on his payment info.
A total of 12 different Blockland IDs have been logged into with his IP address, all purchased by people with the same last name. There are a few different first names and computers sprinkled in there, so there may be siblings involved (this is not an acceptable defense, I'm just listing facts here).
Forum accounts:

Plus a dozen or so accounts that are not activated or not registered to a key.
Most of the self-reported locations for these accounts are New Zealand which is the same as the geolocation on the ip of his "vpn".
Most of the email addresses used contain the same last name.
TL;DR - He's just some kid experiencing renewed aggression from puberty and thought it would be cool to try that "trolling" thing he's heard so much about.
