That's fine with me.
I prefer people only joining if they download textures anyways. I have a lot of custom prints and other things that would ruin my builds if they weren't enabled.
Yes, it's possible to kick someone out if they don't have an option enabled.

Unfortunately, nope. Because all of that is handled client-sided.
