You can download them individually by clicking on each pack. It's basically sections for the featured items, it's really the same thing.

Except that making a pack does not mean anything is featured.

Except that only admins on the service can make them and they're always available from the mod manager on a tab that was either titled "Featured" or "Packs," I don't remember which.

Either way it fits the definition of "Featured."

Anyone could've requested to make a pack, nonetheless. A person that makes 100 sub-par/generally useless add-ons can have a pack while a person which does one add-on which enhances the game doesn't have a pack despite the add-on being "featured". Your point is still invalid. Also, the tab is "packs".
