Not with the vertical print pack, not necessarily.
But depending on how it's used, it may be.
For instance if you use the 1x1f vertical print rotated twice on the same brick, they will still have a gap inbetween and it wouldn't actually have any overlaps.
But in general if used outside of that, used wrongly or simply used with other bricks, yes, it's a terrible thing to do.

You can place a normal zone/layer brick inside a water layer/brick. This is noticeable with placing giant cubes in mod-ter bricks. Just make a version of vertical prints that uses the water layer and you would be able to place two in the same spot.
