To be more specific, I'm looking for a website that accepts paypal, does not charge $5+, and can register domains.
I feel like something along the lines of "possession portal" or something.

Yeah... there'd be consequences if they found out you supplied a fake name, with the name just put in <RealName> <first four or so letters of last name> therefore it can be considered valid.
