Titan Corporation is described in its OP as a conglomerate.  The companies "Hyperion Force" and "Promethian Security Systems" are parts of Titan Corporation.  Titan Corporation, as the holder of the QMPS patent, can do anything they want with them internally.  The Ursan Empire's terms included not sharing them with any empire, and legally as the commissioning party, the Ursan Empire does not have any power in controlling internal affairs of Titan Corporation and its subdivisions.

Technically, the Ursan Empire did not actually commission the QMPS project, since they did not fund it.  It has commissionary intent, so it must be treated as a commission.

The Ursus Empire admits your reasoning is fair. We'll go ahead and let Hyperion Force use QMPSs without trying to inhibit on the TC's rights to manage their patents.

The UE is still deliberating how to best introduce ourselves to the Gretonites. Having so many limbs, they're nimble creatures--but also very skinny. They do have larger braincases than the Ursi though, so perhaps the UE could intervene and seek joint prosperity with them.

The carriers don't reply to either FE or UE, and simply descend. They're speeding up as the descend into the planets atmosphere. One of the carriers opens, a giant humanoid model standing at fifty feet tall sliding out and beginning to fall down towards the planets surface, its eyes lighting up red as it does so. As it falls it begins moving its body, hands open palmed as they point down to the ground that comes closer and fast, before thrusters turn on in the hand and foot region, softening its land somewhat before it slams into the ground. Another carrier opens up, a pod sliding out and dropping down nearby the humanoid figure before both ships warp off. For now, there is only uplifted dust where the humanoid figure fell.
