terrain generator using bump maps?

is it possible to make a terrain generator that makes terrain based on a bumpmap?
this would be really cool if someone made this. also since the terrain would be limited to 256 bricks high, could it also have a feature where you could determine the height of each color. like each color would be worth 2 or 7, or 15 bricks instead of just 1?
also since this would prolly make your terrain out of 1x1 then it should have the option of choosing between 1x1, 2x2, 4x4, 8x8, 16x16, and 32x32 sized blocks. it should also be able to export bumpmaps aswell.
