PhysX is not an engine. PhysX is a library. Please explain why the engine would need to be replaced to implement this.

You can change the minimum and maximum values for the packet rate, as well as many other things.

Not the entire game, nor community Add-Ons (if the TorqueScript parser was ported, which would most likely require permission of some kind from GarageGames).
