If the authority survives the tick, reinforcements arrive and the revolution ends and the authority then wipes out all anarchy left over. Do note, these games last perhaps an hour or so, but you can easily speed it up if you want by altering ticks and changing certain factors.

very interesting. do citizens have any kind of role during the revolution other than supplying anarchists with guns?

They obviously have to keep up with the taxes, the taxes really just determine how much of an item you produced, so a factory worker would need 15 items before the tick ends or he'd get a warning.
