I recommend you take inspiration from real arcade rooms from the 80s and early 90s. The most popular colors were definitely neon purple and black, with a bit of a "space" theme.

You're looking for a hosting service without even bothering to build, are you kidding me? That's like joining a motorcycle club when you've got all the parts for it in your garage.
Build something, post it in general/gallery, see how popular it is, try hosting it like a normal person, THEN if it's successful get a hosting service.
