How do you tell if you're banned from sending PM

I'm having trouble sending PMs and I don't know why.. I tried to send a message to someone but when I look at the outbox it says no messages. Also no one is responding to my PMs. I suspect that this account may have been banned from PMing (I have no idea why) and I would like to know how to check.

send me a pm, they might be just ignoring you

it only puts them in your outbox if you check that little checkbox
if you're banned, it let's you know when you try to send them

Saving outgoing messages is an option you have to turn on iirc so they're not responding to your PMs
