Ftfy, and also, stars only started forming around a billion years after the big bang, so more like 13 billion. It's also incredibly unlikely for any sort of stable planetary system to have come about in those early stages, which cuts out another few billion years. It's really more along the lines of 10 billion.
Keep in mind that:
A) That's just the OBSERVABLE universe. The Universe proper could be much, much larger.

is much larger. We just don't know by how much.
B) That's excluding any form of sufficiently advanced aliens that can time travel from the future to the past.
Oookay let me stop you right there. There is NO way to travel backwards in time. None. Whatsoever. It isn't even an open question among professional scientists; it simply is not possible. Travelling forwards in time is but that would only bring them further away from us right now assuming that intelligent life needs lots of time to evolve and grow.
If you think we're so special so as to be the only ones out there out of that HUGE amount of space-time, you're egotistical and insane.
