why wouldn't you kill near a bank, I mean it's the source of all money.
and my understanding of the rule is don't kill if the person is standing on the bank brick. otherwise all bets are off.

That would absolutely be handicapped and defeats the purpose of the rule: no killing people who have no chance of saving themselves when they are banking, which is pretty much the areas in the bank or really loving close to it, because people want to deposit their bloody paychecks.
