If it was me I'd get them arrested for pot (if its illegal there) if they are old enough they could get thrown in prison. One of my friends from the USA had a family member get imperiousness for pot possession.

Animal murder would work too I guess for a conviction.
Honestly, rotting in prison for a good number of years seems much more suiting of a punishment to me.
