I think you're misinterpreting things, clearly she thinks of you as a friend and asking a friend for their phone number isn't code for "I want to date you"
I'm also assuming that, from the nature of her message, she wasn't flirting with you, you just saw it that way.
I fail to believe that message came out of nowhere, either you had said something to her or someone else told her you liked her, otherwise there would have been no reason at all for her to send anything like that.
It's like they see another guy and decide they like them better without any thought
I'm trying to be good and not post any fedoras or anything but really man you've got to let stuff like this go, holding resentment against girls and putting your own self assured reasons on their actions isn't the way to go. Girls are allowed to not want to date you, that doesn't mean they are just fickle creatures out to tear up the hearts of innocent boys.
If they don't sing your song then just move along~
