I think the "View stages you have downloaded" is there because they cut the stage builder in the middle of development.

And the ice climbers would make the 3DS stuff itself.

I think it's just leftover files from cut content guys.

Roy isn't happening. Roy the koopaling is already a playable character, so those file names are almost certainly referencing him.

In fact, they are, since the other Koopalings' names are there too.

Ok since no one has yet to explain what it is here you go.
It's from a comedic web comic called ctrl+alt+del.
One episode they made a serious comic in which the main character's wife (i think) was gonna have a kid but had a miscarriage.
People on the internet are starfishs so this is apparently funny, and now it's a thing to make vague references to it:
