ssb4 had a bigger pool of characters to use and could have simply kept some previous characters in, like instead of putting in MORE fire emblem characters, they could have just slapped wolf in instead of lucina
he's not a clone and wouldn't have taken much effort to put in either

sakurai said that clones are much easier to make than new characters
and even with clones removed from the roster it's size still surpasses that of brawl (at 44)
and some people could like those newly added clone characters.
