That's a glitch that Sakurai thought was minor. Wavedashing itself is a strategy. Sakurai did not intend for it to catch on.

They also left glide tossing in Smash 4 on purpose. It was in brawl as well.

If you're so opposed to competitive players, then why the forget do you care? Let people play what they want how they want.
