If it was not supposed to be there, then it would have been removed in the recent patches. Maybe you're right and it wasn't originally intended, but they saw it and they left it there. It is now a part of the game rather than a glitch.

Don't enter the game with Wii U version expectations. You'll be disappointed.
If you just wanna play smash though, you're good to go.
