well vierte and irajinia are 2 of them
vierte is the country to the west of NAUC, on about +45° latitude, irajinia is the country at 30° south and 150° east. vierte is the one at 45° north and -150° east. also its capital, viertelicht, is there.

Scrambler means that a hit or a near miss causes electrical malfunctions in the target. Maneuvering capabilities and sophisticated electronics are messed up for several seconds, and any locks are immediately lost.

He's referring to:

A stray beam from the General's particle projector streaks past Obrad's roosterpit, causing his instrumentation and HUD to scramble themselves for a few seconds before going back to normal. (This may be an important detail.)
