no I'm not restricted, it's just i'm severely confused on sizes

this gif obviously won't work (over 74x74), but if you can resize and compress it that'd be great

here's what I tried changing in photoshop:

it has a slightly annoying white outline, but it's 70x73, and 9.??? KB

help pls

please don't use the second image, it's ugly
the 1st one is the one I want avatar sized

I prefer the white outline over the annoying twitch and pixel deformation (or whatever the fancy term for it is).
