to my understanding, a game like just cause 2 would use frame blending and tf2 would use that real motion blur

it doesn't matter. It blurs things. If you're in a deathmatch do you want your enemies to be blurry or crisp and clear? You want them to be crisp and clear. Blurry is just not an option.
