I'm looking for an add-on that is like Pecon's "restrict items" add-on that you might know I was looking for earlier
Basically you restrict certain vehicles to admin-only.
I have searched the Add-ons forum, I haven't found one.

I think I've seen something like this before on a server, but I'm not sure if it was a separate mod or hard-coded (if that's the right terminology) to the vehicle. Sorry I couldn't help! This sounds like a useful mod, however.

I remember an admin vehicles add-on, allowed admins to spawn vehicles w/e. But a support for this should be more than easy to make.
