I made a new membergroup named "Inactive Clan Member" and put any clan members who has not logged in on the clan forums for two weeks in it.
I'd love to remove anyone in that membergroup or the "Forum Member" membergroup from the member list (without banning them or deleting their account) but I don't know how.

Moved you to the "Forum Member" membergroup.
Edit: You never became an official member, so I don't have to remove you from the Blockland Member list as well.
