A majority of Europe is still populated by douchebags. Africa's state is their fault.
Lets take a look at Africa. Africa is one of those continents that has been inhabited by people who have lived the same live style as their ancestors from the stone age. Hunting, gathering, farming, and pillaging. Basically a tribal life style. Since forever Africans have been fighting for resources, assimilating other tribes/or enslaving eachother. Europeans come into contact and they start trading with tribes by giving them stuff in exchange for goods and slaves.
Any fast forward a couple of centuries and all of Africa is now under control by Europeans. The indigenous peoples of those colonies are basically second class citizens. They work as servants, farmers, and in some low ranking soldiers. The Europeans loved the resources they got Africa such as metals, fur, ivory, oil, exotic meats, diamonds, etc. They weren't willing to give those up and to keep it that way they kept the African populations uneducated. Because educated people are more likely to rise up and overthrow their rule. That part will come back to bite us in the ass much later.
Any fast forward a few more after a couple of atrocities committed in Africa(*cough*thedutch*cough*) and every day to day colonialism to post World War 2. Almost everyone in Europe was bankrupted by war. No one could afford to keep their colonies. England couldn't afford to maintain their capetown to cairo colonies, France's colonies had become more independent and self ruling. So from the late 40s to early 60s they just abandoned their colonies. So as a result, those territories were divided up over time into self ruling countries that we now of today on the map.So back to education, lets take a look at a few countries. The first one I would like to mention is Rhodesia.
Rhodesia was an unrecognized country located in what is now known as Zimbabwe. Rhodesia was a break away colony from the UK. It was known as a bread basket of Africa where a majority of the farmers were white and the ruling minority were whites. Anyway their were whites and blacks cohabitating in one state. The relationship had its rough parts:

Anyway regardless of what happened between them and the UN is a topic for later, but all you need to know is that a man named Mugabe took over the country via rebellion. He gained support by claiming that he would kill white imperialist and drive the white land holders out of the country. Anyway he drives out the white farmers with force, most of the white people leave the country and either go back to the UK or move to South Africa. With the Mugabe in charge, the country quickly plummeted into debt and the Bread basket of Africa was no more.
Another country in Uganda. Unlike Rhodesia, Uganda was given independence by the British. This guy took it over:

His name is Idi Amin Dada. Anyway he took over the country and killed a bunch of his own people. He made himself the self proclaimed heavy boxing champion of Uganda. Like Mugabe, he too ran into his country into a stuffhole. Except in this case he got overthrown and fled from the country.
Next up is Somalia. Basically the country has a weak corrupt government, people live in poverty, drought, and hungary. It is also infested with warring tribal warlords and corrupt government troops, both of which attack civilians. The Congo is the same thing.
So because the Africans were not educated they basically don't know how to run a country, they don't know how to deal with drought, their medical knowledge is next to nothing, and many of them believe in evil spirits and voodoo.
Now there are a few promising and successful nations like Botswana, South Sudan, and South Africa. However, for many of nations there were built up by the Europeans and abandoned by people who didn't know how to maintain it.
