Uncut. IMO, looks better and more normal than having the mushroom out at all times. Plus you're not going to have a circumcision scar.
I've never actually noticed any sizable build up of dirt under the foreskin what so ever. I do clean regularly though.
Cleaning it isn't difficult in the slightest. First you lather up some soap, give that a good scrub through your pubic hair and testicles (perhaps rinse and reapply soap), then you move on to the snake itself.
Rubbing the shaft of the snake with a lather of soap cleans it down, and slightly excites yourself, slowly bringing you to erection. As that happens your foreskin pulls down naturally, which means you can constantly clean the outside and inside of it as you go along, gently pulling it down.
Finally you clean the head, and all around the corona (the rounded edge of the glans snake that gives the mushroom shape) gently with a finger or thumb. Finally you face the water of the shower and repeat without soap in order to clean it all off.
All in all, this takes about a minute or two in cleaning. The only difference between cleaning a cut snake to an un-cut snake is that you don't have to pull down and clean the foreskin (which is a proportionally tiny area of skin compared to the amount you've washed on the rest of your body).
Being circumcised is definitely not cleaner, unless you are a cleaner person than others.
If you seriously think that having a foreskin means you're going to develop penile infections then you're probably not a very clean person yourself, as just the most basic cleaning keeps the foreskin and snake perfectly clean.
