My brother's most recent build uses an aftermarket Cooler Master CPU fan.
Here is the specs of it:
4.0GHz AMD FX Quad-Core CPU
16GB Corsair Vengeance RAM
256 Samsung EVO 840 256GB SSD
ASUS Sabertooth Motherboard
Cooler Master CPU cooler
Some sort of AMD graphics card

If you are willing to spend a little over $1000 than you can get a build like my brother's.
