Also, evidence to back this up is that when you die when wanted it comes up what you were wanted for after being killed, as you can see it didn't on these pictures, and I didn't zoom in because I'm tired and I can't be bothered.

I think you got his ID wrong, I checked the name against the ID with several of my own methods and DAProg's BLID Lookup tool (http://blid.daprogs.com/blid_tool/) and it matched another player I know from there, Kybadoso (152914), who has a history with being a problem user and has the current name of ThePurplePerkyPenguins, so hes in for a decently sized ban ban.
