Witness statements. Everyone seems to agree he had nothing but rocks. You can't shoot everyone holding a rock.

The other important fact is that this police force has now killed 4 people in 6 months. So averaging 8 this year, in a city of 270,000. That is unbelievably high...

For reference, In the entire Ontario, Canada, There were also 4 fatal cop shootings in 6 months in 2011. For a population of 13 million.

In New York, a population of 8+ million, there were 9 fatal shootings in a year by cops.

That is some unacceptable stuff going on in Pasco.
