Why the forget don't cops use rubber bullets and bean-bag/rocksalt shells more often? They need to remember to SUBDUE, not KILL the suspect!

Because those types of projectiles are made for shotguns only, bean bags and rock salt are also labeled as less lethal because they can still kill people. Those bean bags fly at really fast speeds and hit hard, at that range you would be liked getting hit with a base ball hit by a professional baseball player at that distance.
