if it was a 64 bit integer it would be bigger - it was probably just a bug that made it peak the highest number it could

perhaps it had a sample of data before the rate calculation was done- ie you had 1mb downloaded, and the elapsed time was 0ms according to steam, and... 1mb in 0ms?? big numbers
