Not necessarily. The government should not have a position on morals which are largely up for debate, especially if it causes the minority to lose their personal rights.

This isn't realistic, as I said before. Government policy will often fall somewhere on the the moral continuum. In your perfect world, the government would not be able to pass new laws, regulations or policy because it would invariably hold a moral position. What you're describing is not functional nor realistic. Elected officials (are supposed to) represent the morals of their constituents, that is political science 101.
