"Quite" definitely means something along the lines of "really" or "very", and would have a similar meaning even if proceeded by "not", like "not quite", "That's not quite what I meant.", "That's not really what I meant.", "Quite true!", "Very true!", it's just a matter of context and meaning

"quite" is quite literally the opposite of slang.
