Maybe it's relative, that Asethians either don't care quite as much about civilian casualties, or that HiCom just doesn't care as much to prosecute these incidences.

Don't be so generalistic, not all Aesthinians are inherently cold hearted. Morality in wartime is kind of a grey area in a lot of situations.

I don't know, because I haven't continued Kissinger's moral plotline recently. Probably because he is mounted on Coaxoch's wall.
